Traffic is very heavy again this morning since the new links were opened on Sunday.
Road users are still getting used to the change which has been described as fairly significant.
Delays over and above the norm are being experienced and authorities say they are monitoring traffic flow and journey times.
The main issue appears to be the N40 approach through the Jack Lynch Tunnel and heading eastbound to Little Island and Carrigtowhill.
