Mr Justice McGrath will deliver his ruling at the High Court in Dublin.
Residents and business owners in the Douglas, Rochestown and Maryborough Hill areas have objected to the planned route on the grounds of noise and air pollution.
Those in favour of the plan say it will improve journey times between Cork City and Ringaskiddy.
