The rescheduled budget meeting takes place tonight.
The estimates for 2025 were believed to contain draft proposals from management for an increase in rates.
Councillors were previously told there was a shortfall of up to 3 million euro in the coffers.
Sinn Fein accused Fianna Fail and Fine Gael of running scared before the election because of a proposal to increase commercial rates.
A previous scheduled meeting was deferred until later today as talks continued.
Councillor Colm Kelleher confirmed to Cork's 96fm & C103 News that a commercial rates hike is not on:
"We met last night to go through the finer details of it.
The suggested increase of commercial rates is not on the table so that will be a bit of solace for businesses as they come up to the Christmas period.
We're not quite there yet but hopefully we will get the budget across the line this evening."
