The two horses were found starved to death in County Limerick.
Deel Animal Action Group found the animals in a field in Rathkeale last week.
Following a further inspection the charity found other horses in poor conditions and several bones scattered throughout the field.
It is calling on the Department of Agriculture to make animal welfare a priority.
